U.S. Senate Passes Economic Stimulus and Relief Package: Senate unanimously passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to address the unprecedented public health and economic crisis related to COVID-19.

YOUR BREWERY IS STILL ALLOWED TO CONDUCT ESSENTIAL FUNCTIONS

Based on CA Dept of Public Health Statewide Guidance, your brewery tasting room or brewpub is still allowed to do the following:

manufacturing and packaging beer
working with your wholesaler or self-distributing

Governor Newsom’s executive order suspends all state laws that would prevent local governments from enacting policies to protect you as a resident or business owner from eviction because of nonpayment of rent due to COVID-19.

SMALL BUSINESS LOANS & FINANCIAL RESOURCES

SBA Economic Injury Disaster Loan Program: SBA.gov/Disaster. CA Applicants may apply online, receive additional disaster assistance information and download applications at https://disasterloan.sba.gov/ela.
California IBank has a Small Business Loan Guarantee Program for guarantees currently up to $1 million and a micro lending program for loans up to $10,000 with accommodations for disasters. The program is run through the Small Business Finance Center.

INSURANCE

All insurance companies in California must provide no less than a 60-day grace period to employers/insureds to pay premiums. The official announcement can be found here. More resources can be found here.

TAXES

IRS EXTENSION FOR 2019 TAX RETURNS: The Franchise Tax Board moving deadline for filing and payment to June 15. Payment Deadline is extended to July 15, 2020.
Franchise Tax Board (State of California) EXTENSION FOR 2019 TAXES: Affected taxpayers are granted an extension to file 2019 California tax returns and make certain payments until July 15, 2020. This update supersedes the FTB’s previous announcement that extended the due dates for filing and payment of taxes until June 15, 2020.
CDTFA n (California Sales Tax): Pursuant to Executive Order, through May 11th, the CDTFA has the authority to assist individuals and businesses impacted by complying with a state or local public health official’s imposition or recommendation of social distancing measures related to COVID-19. This assistance includes granting extensions for filing returns and making payments, relief from interest and penalties, and filing a claim for refund. EXCISE TAXES: The State Board of Equalization may be providing similar relief to alcohol taxes but it is not yet posted.
PAYROLL TAX EXTENSION: Employment Development Department is allowing people to request a 60 day delay in payroll taxes. This extension is for filing state payroll reports and/or depositing payroll taxes without penalty or interest.

TAX CREDITS

Tax credits available for small and mid-sized businesses to cover paid sick leave and child care leave. More info from the Treasury, IRS and Labor here.

EMPLOYEE RESOURCES

Employees who have contracted the virus, and deemed unable to work by a medical professional, can apply for disability insurance through the EDD DI (disability insurance) online portal. LINK HERE
DI offers coverage of approximately 60-70% of regular wages
The Executive Order passed by Governor Newsom waives the one-week unpaid waiting period, so you can collect DI benefits for the first week you are out of work.
If eligible, the EDD processes and issues payments within a few weeks of receiving a claim.
Employees providing care for ill family members, who are quarantined as a result of contracting the virus and having medical proof, can apply for Paid Family Leave. LINK HERE
PDL offers coverage of approximately 60-70% of regular wages.
Employees forced to miss work because of school closures, may be eligible for Unemployment Insurance if there are no options for child care and employees are unable to work their normal hours remotely. LINK HERE
Eligibility decided on a case-by-case basis
Employees who experience reduced work hours, can apply for unemployment benefits which may provide partial wage replacement benefit payments to workers who lose their job or have their hours reduced, through no fault of their own. LINK HERE
Workers who are temporarily unemployed due to COVID-19 and expect to return to work with their employer within a few weeks are not required to actively seek work each week but must remain able and available to work when the opportunity arises.
The Governor’s Executive Order waives the one-week unpaid waiting period, so you can collect UI benefits for the first week you are out of work.

United Way Assists With Utilities and Housing Payments: United Way of San Diego County is offering emergency assistance to low-wage workers affected by pandemic-related layoffs or reduced working hours to help pay utility bills and housing payments. Click Here
Relief Fund for food service workers who have lost work. This fund applies to restaurant workers, delivery drivers, bartenders and anyone that receives tips. Click Here
